When is a right turn on red, not a right turn on red?

Thankfully, there is no “right turn on red” in Israel. Israel suffers from a motor vehicle death rate much higher than that in the U.S., and from the behavior of the drivers in Tel Aviv it’s not hard to see why. Every other week there seems to be a newspaper story about a horrendous crash, involving a family or a group of teens. Motorcycles, an extremely popular mode of transportation in Israel, for some reason use the roads and the sidewalks. Today, as I crossed an intersection in Herzliya, a motorcycle approached on the street, noticed the red light, hesitated ever so briefly, then turned right onto the sidewalk, drove a few feet, and then glided over the curb, back onto the street. When is a right turn on red, not a right turn on red?
